Abstract in English

The globalization of economic processes, the widespread use of information technology has actualized the needs for highly skilled workforce in the Arctic. The resulting dissonance between the needs of the labor market and the training system can be overcome through the modernization of technological approaches in education in general and the renewal of the organizational structure of colleges in particular.

The developed alternative model of the network of the system of professional education of the Yamalo-Nenets Autonomous Okrug provides for the association of six colleges with the allocation of a single center — the Development Department and the Departments of functioning in the cities of presence. Process management is carried out using the Balanced Scorecard (BSC) methodology and the use of delegation of authority. The change in the organizational structure entails the modernization of the educational and methodological foundations of interaction between the teacher and the student, aimed at the active use of information technologies for project training.

The proposed organizational structure will make it possible to implement the most efficient use of the material, personnel, information and methodical resources of the district’s professional educational organizations; to create an objectively informational educational system for the training of personnel that ensures the innovative development of the system of training workers for the Arctic in the subject of the federation.
