В сборник включены доклады и иные материалы, представленные участниками Второй Всероссийской научно-практической конференции «Публичные закупки: Проблемы правоприменения» (6 июня 2014 г., МГУ имени М. В. Ломоносова). Конференция была организована Московским государственным университетом имени М. В. Ломоносова, Московским отделением Ассоциации юристов России, Региональной общественной организацией «Объединение выпускников юридического факультета МГУ», Издательской группой «Юрист» и издательством «Юридический Дом “Юстицинформ”». Содержащиеся в сборнике аналитические материалы касаются наиболее актуальных теоретических и практических вопросов применения законодательства о публичных закупках. Книга будет полезна практикующим юристам, научным сотрудникам, преподавателям, аспирантам и студентам юридических вузов, а также всем специалистам в сфере публичных закупок. The book will be useful for practitioners, researchers, teachers, graduate and law students, as well as all the specialists in the field of public procurement. The collection includes reports and other materials submitted by participants of the Second All-Russian Scientific Scholarly-Practical Conference «Public Procurement: Problems of enforcement Legal Practice» (June 6, 2014, MSU). The conference was organized by Moscow State University named after M. V. Lomonosov, Moscow Branch of the Association of Lawyers of Russia, the Regional Public Organization «Alumni Association of graduates of the Law Faculty of Moscow State University», the Publishing Group «Lawyer» and Publishing House «The Legal House “Yustitsinform”» Materials contained in the book analyzes the most pressing issue concerns of the theoretically and practical issues of application of concerning the legislation on public procurement.

Dear Colleagues,

You are holding a collection of reports and other materials submitted by participants of the Second All Russian Scholarly Practical Conference"Public Procurement: Problems of Legal Practice", which was held June 6, 2014 at Moscow State University named after M. V. Lomonosov. The conference was organized by Moscow State University named after M. V. Lomonosov, Moscow Branch of the Association of Lawyers of Russia, the Regional Public Organization"Alumni Association of the Law Faculty of Moscow State University", the Publishing Group"Lawyer"and Publishing House"The Legal House"Yustitsinform"'. This conference is the fourth scholastic event at the Law Faculty of Moscow State University for the past two years devoted to consideration of the problems of application of the legislation on public procurement (a conference on this topic is held annually in the summer, and a round table — in the fall). The conference is dedicated to the study of the main problems of the application of the Federal Law of April 5, 2013 No. 44 FZ"On the contract system in the procurement of goods, works and services for state and municipal needs"(Law No. 44 FL), the Federal Law of 18 July 2011 № 223 FZ"On procurement of goods, works, services, certain types of legal entities"(Law No. 223 FZ) and other normative instruments regulating relations in the sphere of public procurement. This collection includes articles by well known specialists in the legal regulation of relations in the sphere of state, municipal,"corporate"and other public procurement. The authors of the articles are scholars, government officials, employees of contracting authorities and of those acting as suppliers in public procurement, representatives of NGOs, independent experts and practitioners. We believe that the information contained in a collection of these materials will be of interest not only for government employees or representatives of entities that are directly covered by the legislation on public procurement, but also other professionals involved in the problems of legal regulation of relations in the sphere under consideration.

We hope that the holding of such research activities on the application of the legislation on public procurement in the circle of recognized experts will become a tradition, and the meeting in the designated format will be held at the Law Faculty of Moscow State University on a regular basis. We invite all concerned public procurement specialists, and also thank all the participants of the conference for the shown interest in it and submission of the materials for publication.
